O decreto de regulamentação de lei 13.448/2017 é essencial para estabelecer o futuro do Aeroporto Internacional de Viracopos, em Campinas (SP). A publicação do documento aguarda a assinatura do ministro dos Transportes, Portos e Aviação Civil, Maurício Lessa- que já recebeu o documento após a análise da Coordenação de Projetos do Programa de Parcerias de Investimentos (CPPI).
Sem a regulamentação da lei, o Aeroporto Internacional de Viracopos não pode dar continuidade ao processo de relicitação e nem à negociação referente a busca de novo sócios. A principal meta do decreto ao definir a relicitação de Viracopos é a dívida da outorga de 2017, uma vez que, com sua publicação, ficará estabelecido se a concessionária deverá pagar a dívida mesmo com a concessão ou se será reembolsada pelo governo pelos investimentos realizados durante os cinco anos que possuiu a concessão.

Without the regulation of the law, the International Airport of Viracopos can not continue the process of relicitation or negotiation regarding the search of new members. The main goal of the decree when defining the relationship of Viracopos is the debt of the 2017 grant, since, with its publication, it will be established whether the concessionaire should pay the debt even with the concession or if it will be reimbursed by the government for investments made during the five years it owned the concession.
According to the Ministry of Transport, after Maurício Lessa signs, the document will still go through the analysis of the Ministry of Planning, Development and Management to be published.
